Add BCID per chain histogram

Aleksandra Poreba requested to merge aporeba/athena:add-bcid-histogram-class into master

Add new nested class (RateHistogram) representing asynchronously published histograms. Each will have own buffer, mutex, timer, callback.

Also add new published rate histogram: Positive decisions per BCID per chain. Temporarily histogram has just 10 first chains, it will be changed after adding chain group to menu.
