TrigUpgradeTest: Change default data input file and unify set of events between tests

  1. Unify the default input data file for old shell-based TrigUpgradeTest tests with the python-based ones and all TrigP1Test tests. The latter was updated in !27874 (merged). This also fixes ATR-20678 as the old input used in that particular test had wrong (offline) conditions tag in metadata.
  2. Unify the MC input for the MC tests in TrigUpgradeTest (some were using a rel21 file).
  3. Unify the set of events used in TrigUpgradeTest tests. Run all build tests on the first 20 events of the file, and grid tests on 1000.

Clearly changing input files leads to many counts changes and the reference for full_menu_build is updated. Tagging @tbold for information.
