WIP: Adding Electron-Electron OR removal option to SUSYTools

Closed as I realised I've somehow missed Zach's upstream trigger changes which were merged yesterday. Will fix and resubmit...

Added a user configurable Electron-Electron OR option to SUSYTools. Updating the default SUSYTools config file to use the DL tagger (this will also require me to update the references files, as the CI will show non-consistent SUSYTools tests until this is done due to the change in the default config). Adding the 3G combination file into the repository also.

Tagging @salderwe, @cmerlass (for the combination file) and @oducu (for the configurable El-el in the OR)
