ATLAS error reporting policy for TrigJetSelectorMT algorithm

Description: it was noted in ATR-20692 that the TrigJetSelectorMT algorithm in the b-jet trigger code is not compliant with ATLAS error reporting policy. This MR adds some ATH_MSG_WARNING and ATH_MSG_ERROR to the code.
