EMBremCollectionBuilder configuration: Use new TrackingCommon config

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:EMBremCollectionBuilder_private_tools into master
  • Clean up the old configuration.
  • Move to TrackingCommon.py as much as possible
  • Perhaps will ease the migration to the new configuration system as this is one of the parts not migrated yet (due to inner detector dependencies which this MR should mostly adress).
