Remove Acts include that doesn't exist anymore.

And is not needed. This broke the nightly on christmas eve 🎄

@wlampl I tried a build against a clean install directory, I only get to linking/clid generation, where genconf.exe starts getting memory corruption errors. I don't really think this is related to the source code in question here, so I guess this should work now.
