egammaSelectedTrackCopy : Try to tune a bit the performance of the egammaSelectedTrackCopy ATLASRECTS-4772

This is an effort to see if we can lower the Et threshold

• Basically lower from 2500 -> 2250 Mev
• Add a basic cut on Reta at 0.42 . Since this is energy in 3x7 core over 7x7. 21/49 ~0.4289 which would be the value of Reta if the energy is "uniformly" distributed rather in the core. It seem that the pdf/histos used in the LH selection even start for > 0.5.
• Increase the EMFrac from 0.65->0.7
• Other changes is to make what is used in python config the default so as to remove them from there.

@amete this will affect cpu , hopefully no too much, and will not negate the gains we had recently in the egammaSelectedTrack Copy.

@turra we should see (e.g in ART) if lowering the Et can have an effect in eff (especially in the crack) and see if we can afford to go this way.
