WIP: Add multiplicity calculations to JetEtMiss code

Hi,

This MR adds a couple of new multiplicity calculations to a new tool in JetSubstructureMomentTools & JetSubstructureUtills. It's very straightforward and is not written out by default in the derivations (that might come later after some discussion in the new year). These should be of interest for q/g tagging and the GSC.
