Cleanup and additional safety checks in muon tools

Hi,

this MR does some general cleaup (using MuonIdHelperSvc, ATH_ macros etc.) and adds some safety checks (e.g. against nullptr) to MuonLayerHoughAlg, MuonPatternCalibration, NSWPRDValAlg.

Adding sweep labels to 21.3 and 21.9 although the automatic sweep will fail, but I have to do a manual sweep anyway since MuonPatternCalibration is already modified in master.
