Added flag to ElectronPhotonoSelectorTools

This is a simple MR in order to add an aoptional flag to ElectronPhotonSelectorTools so to be able to continue evaluating the likelihood if DeltaPoverP is not available and not required (like at HLT).

This is following a discussion in ATR-18927
