Adding fix for logic bug with JetCaloClusterThinning and JetPFlowThinning

Jennifer Roloff requested to merge jroloff/athena:LogicBugFix into 21.2

This MR is addressing the logic bug noted in ATLASG-1520 for JetCaloClusterThinning and JetPFlowThinning. It ensures that the thinning is applied regardless of whether there are any jets in the event.

I have tested that the output looks reasonable, and I am happy to do any other checks that would be helpful.
