Removed lock when assembling detector elements for road building.

Goetz Gaycken requested to merge goetz/athena:master_remove_lock_in_SiDetElementsRoadTool_xk into master

The information about which detector elements are used and the path are now stored in a local data structure rather than in the detector element link conditions data objects.

Also removed implementations of default operators, and computations of unused results.
