TrigEFMissingET: Migrate from legacy cabling service.

Scott Snyder requested to merge ssnyder/athena:thread.TrigEFMissingET-20200108 into master

Convert from using LArCablingLegacyService to using the conditions objects LArOnOffIdMapping and LArFebRodMapping.

These are cases that the thread-safety checker should have warned about but didn't due to an oversight. Trying to fix the issues here prior to making the fix in the checker.
