Egamma split InDetTool.py to egammaExtrapolators.py and the egamma vertex parts

Split InDetTool.py to

  • egammaExtrapolators.py which has the configuration for the 2 kinds of extrapolators we use in e/gamma (one is the same as AtlasExtrapolator)
  • And the egamma vertex parts which are moved to the one place they are actually used.
