Fix for HitsFilePeeker

John Derek Chapman requested to merge jchapman/athena:FixHitFilePeeker_master into master

After the updates in !28177 (merged), the {{'SimulatedDetectors'}} metadata dictionary is interpreted as a string rather than a list of strings. This MR evaluates that string to return the expected list of strings. This should fix ATLASSIM-4416.
