JetSubStructureMomentTools cleanup

This is a minor cleanup of the tools in JetSubStructureMomentTools. The initialization message is centralized in JetSubStructureMomentToolsBase to give uniform messages for easier debugging. Otherwise there are no functional changes. The remainder of the changes are removing unneeded include statements and using statements that are typically considered bad coding practice.
