Occupancy corrections for TRT_dEdx

This merge requests comes with new features concerning the observable TRT_dEdx. A track- and a hit-based occupancy correction have been implemented. In addition, the classes being in TRT_ToT_Tools have been moved to the new namespace TRT_ElectronPidTools in order to prevent circular dependencies.
