21.1: support for PFlowCustomVtx jet type in MET association config

Support for creating MET association maps for PFlowCustomVtx jet collection. The changes in METCommon.py are to functions that are only called in HIGG1D1, so these additions should not affect the content of any other derivation. This MR is meant to support future updates in HIGG1D1.
