Remove redundant includeBkg flag from InDet and Muon overlay algorithms

Remove redundant includeBkg flag from InDet and Muon overlay algorithms. One could just set the background input key to be empty.

The flags were not used anywhere and we can adapt non-standard workflows later if needed.
