FakeBkgTools: fixed compatibility check

Fixed a bug introduced in !27832 (merged) for the consistency check of the number of bins between histograms containing nominal values of the efficiencies and their systematic uncertainties.

Visible effects of the bug: tool initialisation failure (only for ROOT files containing histograms with >= 2 dimensions + systematics) Invisible effects of the bug: none.

Existing results are therefore unaffected.
