Specify names for pre-configured track selection tools.

Goetz Gaycken requested to merge goetz/athena:IDPVM_21.0_unique_trackselection_tool_names into 21.0

When using the both tools as public tools together the names must be different, otherwise they will overwrite each others configuration.

Without this change when setting both flags doValidateTightPrimaryTracks and doValidateLooseTracks to True, the resulting InDetPhysValMonitoringTools will use the exact same track selection tool, rather than to different ones.
