Resolve ATLASRECTS-4919

William Axel Leight requested to merge wleight/athena:ATLASRECTS-4919 into master

This creates new TrackCollections into which the muon tracks produced by the various algorithms are copied: it is now these TrackCollections, rather than the algorithm-specific ones, that are used by the MuonDetailedTrackTruthMaker and written out to the ESD. This essentially restores the previous behavior, which should fix ATLASRECTS-4919 and ATLASRECTS-5166 and also improve the agreement with release 21 in the physics validation.
