Enable TrigCost output also in MC jobs (e.g. q221 --threads=1)

  • Adds TrigCost to RDOtoRDOTrigger (for now, this is its own special steering)
  • Centralize non-CA setup for legacy transforms in Trigger/TrigMonitoring/TrigCostMonitorMT/share/TrigCostMonitorMT_jobOptions.py
  • Minor: Improve how m_decisionSummaryMakerAlgName calls the After audit event.
