ATLASRECTS-4772 : Another take on crack efficiency vs cpu

Can relate to ATLASRECTS-5122 and ATLASRECTS-4772. The cpu seems to have gone due to !29572 (merged) while do not see any improvement in the ART test.

  • So lets put the Et threshold back to 2300 MeV as this seems to drive the cpu time (which makes sense for pile-up)
  • I also put back the "Reta" to 0.45 look comment on the code why something ~0.43 back on the envelope is not the worse choice
  • The EMFrac with the egamma definition is 0.5 when we select topo clusters anyhow, so leave it there from the e/gamma side
