PerfMonMT: Reload Component Level Monitoring inside the Event Loop and Improve Reporting Format

Hi,

This MR includes various changes to improve PerfMonMT. Here is a list of changes:

  • Reload the component level monitoring inside the event loop.
  • Do not show Start and Stop steps in the report.
  • Remove the offsets for the event loop monitoring metrics.
  • Shorten the report by combining several different tables.
  • Show event loop monitoring measurements as they are captured.

Here is an example of an instant log of an event loop measurement:
