Initial implementation of the MBTS in HLTCalo MT service. @tbold might want to check, in particular, the example established in CompareCells (can be used by someone designing an algorithm). Also, @solodkov and @harkusha might want to comment.. I am still performing some simple tests, so, I will take a few hours to un-WIP this..
