Add ATLAS_CHECK_THREAD_SAFETY to CaloUtils

Add ATLAS_CHECK_THREAD_SAFETY to CaloUtils

  • static --> static const
  • Disable the checker for few tests where it is not needed
  • The CaloTowerBuilderToolBase seems to use incidents in initialise. For now mark the class as not thread safe
