tauRecTools: remove unused configuration files and dumplicate codes

For now, the configuration of each tauRecTool are set in tauRecFlags.py and TauAlgorithmsHolder.py. The configuration files are not used for a long time, thus removed.

Use ATH_CHECK when possible, and remove some commented codes which do not help understand the logic.
