Manual sweep of !29773

Hi,

this MR is a manual sweep of !29773 (merged) into master. It adds a check to the AlignmentErrorTool to ensure that only muon Identifiers are present. However, the origin of the non-muon Identifiers still needs to be understood. (That's why an ATH_MSG_WARNING is used).
