Move TRTCommon tool initialisation to TrackingCommon

Merged Christian Grefe requested to merge cgrefe/athena:master into master

Harmonise TRT tool initialisation with other InDet tools, move to the TrackingCommon package and make sure dEdx tool is always initialised from TrackingCommon.
