DerivationFrameworkInDet+PrimaryDPDMaker: Update TrackMeasurementThinning for MT thinning.

Convert TrackMeasurementThinning to use MT-compatible thinning. Remove EGammaPrepRawDataThinning. It would need considerable effort to get working for MT, and it is not actually used at present.
