This adds a first draft at new configuration for the MuonCombined.
Please note that it is not yet fully functional, since we need some configuration from the InDet.
Maybe FIXMEs etc are deliberately left in since we need to come back and sort some stuff out. But since this is new functionality it can safely go in already.
