Move MVAUtils developments from 21.2 to master

Christos Anastopoulos requested to merge ATLAS-EGamma/athena:MVAUtils_from_21.2 into master

This is mainly about bringing in the XBoostG additions. It cherry picks 2 MR from 21.2 and does some master related cleanup.
