Allow specification of merge methods for histograms & publish to offline provider

Add an argument to defineHistogram which allows a merge method to be given, and write this to the offline metadata when relevant. @fwinkl , @tbold : I think this functionality is also relevant online, to provide hints to the Gatherer?
