Add histograming tool to JetMonitoring for RunIII and monitor EMPflow jets by default

Improve the new RunIII monitoring framework by

  • adding a new tool to create efficiency and response histos (JetHistoResponseAndEff.h/cxx)
  • monitor the AntiKt4EMPFlow jet container by default
  • minor configuration adaptation and improvement Also add monitoring of AntiKt4EMPFlow in the older RunII monitoring framework.
