Make algorithm TrigTauRecMergedMT reentrant

Marcin Piotr Wandas requested to merge mwandas/athena:make_TrigTauRecMergedMT_reentrant into master

Change base class from AthAlgorithm to AthReentrantAlgorithm and modify execute method to be const. Tagging @xiaozhon @guindon @malconad If this MR is completed then we essentially have MT ready TrigTauRecMerged (modulo cleaning here and there).
