xAODDigest.py: For improved CI testing

This MR introduces xAODDigest.py. This script extracts a few key per-event quantities from an xAOD. The intended purpose is to do at least a coarse checking of the output of the q-test in CI. More about that in tomorrow's Software Coordination meeting
