Fix for ATLASRECTS-5291

William Axel Leight requested to merge wleight/athena:ATLASRECTS-5291 into master

Check if WriteHandle already exists at the beginning of RpcCablingCondAlg::execute(). Also fixes a warning about duplicate property names.
