21.9 update generic names and simplify configuration

Work towards simplifying ITK XML naming scheme as here:

https://gitlab.cern.ch/nstyles/ITKLayouts/tree/GenericNaming

and simplifying the configuration for this new naming scheme. Also makes changes to allow local geometries to use on-the-fly ID dictionaries in place of those defined within an Athena package.

Testing with command as here:
