This MR adds new-style configuration for both MC and data overlay for SCT. Additionally ART tests are added to test this that it keeps being OK. Regression tests are currently disabled for the threaded test as many subdetectors will be added in the following weeks.
Additionally some minor fixes are added to this MR that make the output the same between the configurations.
@jchapman, could you please check the ART tests if they are OK. FYI @rtombs
