Simplify menu generation

To simplify the generation of configurations that can be uploaded to P1 a few changes have been made

  • Enable creation of a default L1PrescaleSet file and the dump of HLTJobOptions for two tests
  • have two tests that run without perfmon and with online monitoring
  • create a joboptions json file that is modified for db upload
