PerfMonComps: Bugfix in PerfMonMTSvc

This MR fixes a logical bug in PerfMonMTSvc. Instead of stopping the metric collection for the components, we were mistakenly starting again. As a result, component-level measurements were always zero. I also update the message formatting a bit.
