Adding Wt_onshellW processes in PowhegControl - AGENE-1819

Hi, the Wt_DR and Wt_DS processes now have the fix for on-shell W described in AGENE-1819. A copy of each process without the fix have been added to our Powheg installation and they are now added to PowhegControl, so it's possible to have both versions.
