Add muon overlay new-style configuration

Adding muon overlay new-style configuration:

  • only Run 2 detectors supported for now (CSC, MDT, RPC, TGC)
  • some public tools converted to private
  • fixed (old-style) CSC configuration - reference update might be needed
  • validated for both MC and data overlay
