ATLASRECTS-4772 Cleanup egammaCaloClusterSelector code

This relates to ATLASRECTS-4772 improving the crack efficiency.

As discussed in the previous related Merge Request: !29972 (merged) the structure of the egammaCaloClusterSelector code was cleaned up. The array structure for the configurable cuts is not needed anymore and thus removed in the code. The corresponding configuration files using the egammaCaloClusterSelector are changed accordingly.
