Fix logic when running MuonLayerHoughTool on truth (ATLASRECTS-5312)

according to ATLASRECTS-5312, there is a bug in the logic (introduced by a2d30587) when running MuonLayerHoughTool on truth. This MR should fix ATLASRECTS-5312.
