Fix py3 issues and add unit test for the dumpHLTContentInBS_run3 script

Fix trivial py3 issues in the trigbs_dumpHLTContentInBS_run3.py script and add a unit test to catch any future issues in this script.

This fixes the trigP1_timeout ART test in the master--py3 build.
