Improve overlay output configuration

Improve overlay output configuration to support enabling and disabling outputs. Also add signal RDO configuration.

The code seems to look good to me. Personally, I would have liked the whitespace changes in a separate commit from the functional ones, but I guess that's a matter of taste.
