Modify the FastTrackFinder to allow for the ZFinder only mode once again

For the HI high multiplicity trigger we will need to be able to run the ZFinder only and store the output vertex collection for use by the downstream HI event selection.

This puts back some of this functionality, although the storing of the TrigVertexCollection has not yet been implemented.
