Use MuonDetectorManager from DetStore in MuonEventCnvTools

Hi,

this MR uses the MuonDetectorManager from the DetectorStore inside MuonEventCnvTools instead of the one from the ConditionsStore, since only the nominal geometry is needed to run the MuonEventCnvTools. It fixes ATR-20794.
